The meeting was called to order by President Goold. Board Members present: Duveneck, Engellenner, Goold, Granados, Jones, Stewart, Trujillo, Valley, Vanderveen; Fire Chief Martinez, General Counsel Price, Board Clerk Tilson.

· Board Action: Engellenner/Jones—Approve Consent Agenda. Unanimous vote in favor.
ACTION ITEM(S)
1. Bid Award-Helicopter Maintenance—(Connor)
§ A Request for Bids (RFB) was published for maintenance of one District operated UH-1H helicopter (S/N 72-21558).
§ The sole bid received from San Joaquin Helicopters meets all of the RFB requirements.
§ The bid response provides for a reduced hourly maintenance cost below the current $64 for a fiscal impact of $59/fixed hourly maintenance cost for the life of the contract. The annual maintenance is dependent on the number of flight hours and timing of scheduled and unscheduled maintenance.
§ Staff recommends the Board of Directors support the recommendation to finalize the agreement for supplying helicopter maintenance with San Joaquin Helicopters, and authorize the Fire Chief to execute the final agreement.
· Board Action: Vanderveen/Engellenner—Adopt the staff recommendation. Unanimous in favor.
PRESENTATION ITEM(S)
1. Extension of Military Leave Benefits Request from Dale Miller—(Martinez)
§ At the last Board meeting, the request from Firefighter/Paramedic Dale Miller for an extension of salary augmentation and benefits for active military duty exceeding one year was approved for up to an additional six months at the discretion of the Fire Chief.
§ Further clarification of the circumstances actually involves the necessity for a couple surgeries for non-industrial injury incurred while on active military duty, resulting in the extended active military duty.
§ Director Vanderveen stated it is military practice to extend active military duty if someone is injured until fully recovered; recommended support of previous direction.
· Board Action: General consensus to reaffirm previous direction to the Fire Chief to extend the military leave benefits for a period of six months.
2. Update on District Air Operations Program and State and Federal Influences—(Turner)
§ Battalion Chief Dale Turner, Emergency Planning Special Operations Division of Sacramento Metropolitan Fire, gave a brief update on the status of the Air Operations Program and future impacts on the Aviation Program within the District.
§ Helicopter Information Guide distributed to the Board containing a brief history of the Sacramento Metropolitan Fire District Air Operations since its inception; an introduction to the UH-1H helicopter and functions; Aviation Team Introductions; equipment and aviation system, including its capabilities.
§ Contacted by other State and Federal agencies for use of the helicopter: FEMA, OES, CDF, US&R.
§ Distributed Sacramento Bee news article dated December 9, 2002, referencing the Board Report from the Blue Ribbon Panel explaining their activities relative to use of Air Tankers.
§ A decision is necessary to determine helicopter use and availability—recommendation pending further clarification of the issue.
§ Director Vanderveen recommended constraints be established by Board policy to alleviate pressure on staff.
PRESIDENT’S REPORT—(Goold)
§ Submit Fire Chief’s evaluation form to the Board Clerk tonight to be tabulated for the special Board meeting on Saturday. § A Memorial for a former Fire Chief from the Carmichael District, Carl London, will be held this Saturday, January 25 at 10 a.m. Director Stewart will attend and return for the Special Board Workshop meeting. § After discussion with the Executive Committee and input from Board members, absent any objections Committee appointments are as follows:

FIRE CHIEF’S REPORT—(Martinez)
§ Robert Bollinger, a past commissioner of the former Elverta Fire District, passed away on January 5.
§ February 5 Board meeting to be held at 8880 Gerber Road facility. Repair work is being done on the entry portion of the Hurley Administration Building, impeding public access.
§ January 23—Promotional Ceremony at 6 p.m., Hurley Board Chambers.
§ Authorized emergency repair to Station 115 for installation of an HVAC and hot water system in the amount of $79,000—requirement of the Purchasing Policy to inform the Board.
§ Monitoring State budget crisis—conducted initial review of Governor’s proposal—no direct impact on the District at this time.
§ Battalion Chief Perkins had video copies for the Board of a Christmas Holiday program.
§ Director Granados stated the State Fire Marshal’s office decided not to have a meeting here because the building was not considered handicap accessible in the evenings without a front desk attendant for the lift.
Fire Chief Martinez stated the lift is operational when the front door is unlocked for a meeting but we will check further.

Board was updated on the Employee-Employer Relations Resolution (EERR) process; provided guidance to the District regarding certain negotiated matters with the Sacramento Area Fire Fighters Local 522—no further action taken.

Correction made to reflect WCAB SAC 308493 instead of 149921.
The Board met with the District’s Workers’ Compensation Counsel and provided settlement authority by a unanimous vote. If a settlement is effectuated, the amount of the settlement will be announced at a future meeting.

BOARD MEMBER QUESTIONS AND COMMENTS
Trujillo: § Kudos to Engine 111 for a job well done on Christmas Day. Witnessed the jaws of life extrication of a car accident victim.
Granados: § Steve Trout of the Fire Prevention Bureau is a member of the Technical Committee studying the next additions to the Code.
§ NFPA adopted an Appendix D on the 1910 Standard which requires closed cabs and asked if the District had any first-in units not enclosed.
Fire Chief Martinez stated we still have some rigs with jump seats. It is an NFPA standard, which is not mandated, but we will take a look at it.
Jones: § Thanked Chief Perkins for a quick response to some basic support for a meeting of her neighborhood association.
§ Expressed appreciation to Fire Chief Martinez and staff who did a professional job turning over the key at Gold Canal to the City of Rancho Cordova.
§ Friday’s Crab Feed—great job.
Stewart: § Attended the Guns and Hoses football game on Saturday. Commended those who played for the first time against the other team with 25-years experience—encouraged recruitment for the next year.
Director Trujillo video taped the game and we were 100 pounds per man outweighed—need to find a real football coach.
Duveneck: § Watched the football game also--appreciated those taking all the hits.
§ Toured the fire stations in his division two weeks ago. Appreciated the opportunity to talk to the firefighters and participate in a ride-along.
Goold: § He was in Indianapolis and unable to watch the game but his son attended. The essence of the event is that we are changing the young people’s image of both firefighters and policemen. We are giving good money to charity and the community is having a different perspective of what we do every day.
Martinez: § February 19 Board Meeting—he will be out of the District on business and unable to attend.
