FEMA US&R TASK FORCE 7-SACRAMENTO

UPDATE OF EVENTS:


September 11, 2001


The Sacramento US&R Task Force 7 departed on schedule at 1830 hours from Travis AFB to stage for deployment to the New York City World Trade Center disaster. The 64-member team was given a police escort from California Highway Patrol and Sacramento Police, clearing traffic for a speedy response to Travis AFB.


Firefighters from Sacramento Metro Fire District, Sacramento Fire Dept., West Sacramento Fire Dept. and El Dorado County Fire Protection District are all represented on this deployment. Emergency room doctors, structural engineers, police and fire chaplains, civilian and sworn dog handlers complete the team roster. Deployment was not without the help of the Sacramento Fire Reserves and Rapid Transit. The airlift of 42,000 pounds of equipment and supplies was accomplished with the help of the 60th Aerial Port Squadron and the 337th Airlift Squadron Air Force Reserves, both based at Travis Air Force Base.


The team arrived safely on schedule to a staging area on the East Coast. Four Air Force F-15 fighters escorted our Galaxy C-5 transport airplane across most of the United States. The aircraft also carried a cache of supplies, and sophisticated search and rescue equipment. Included in the airlift, nearly three hundred units of donated blood were carried for victims on the East Coast.


September 12, 2001


The team rested for a few hours in base housing before receiving a morning briefing from a FEMA Incident Support Team (IST). Along with Sacramento, Urban Search and Rescue teams from Missouri, Riverside CA and Los Angeles City CA arrived throughout the night.
The team is currently busy prepping its cache of rescue equipment and setting up a Base Of Operations (BOO). Four additional FEMA Task Forces have been operating within New York City.


September 13, 2001


Today the team split into two 31 person teams and started 24 four operations in the area of Barclay and West Broadway at the WTC Tishman Center. This was the 47 story building which collapsed shortly after the WTC collapsed. The start of these operations required the transporting of rescue equipment to a forward staging area near the site. Our search dogs conducted searches of the building and surrounding buildings while the remainder of the team assisted the Structure Specialist with assessments of the buildings stability and locating voids in the collapsed buildings. The Night Operation Team relieved the Day Operations Team at 1900 hours. The Night Operations continued reconnaissance, search of the surrounding structures for victims and assisting other US&R teams with possible rescue.

 

September 14, 2001

Good afternoon. This is an update of information from the Governor's Office of Emergency Services on the California Urban Search and Rescue Teams Deployed in New York City. The teams have been assigned to divisions within the New York City Operational Area as part of a coordinated effort to augment the local resources. The information gathered from each teams follows.

· OES Task Force # 1-LA City The team has pulled off the rubble pile for a time due to safety concerns. They met with Fire Department of New York (FDNY) Sector Officer to address safety concerns and returned to their assignment. The team is doing well.

· OES Task Force # 6 Riverside The team is working well given the huge debris pile. The rain has made working conditions worse than they were "mucky mess" with no finds. The perimeter has been secured and personnel must be cleared by NYPD.

· OES Task Force # 7 Sacramento The team is doing well and working sub grade searching through debris and mountains of rubble. The surface search with the dogs is progressing well with the dogs getting excited but no "hits". The facilities are limited, but the team is in good spirits. They received their assignment from FDNY.

September 17, 2001

Additional State OES Staff Dispatched to New York, Washington D.C.

During the night, team members from one of the California Governor's Office of Emergency Services three Urban, Search, and Rescue (US&R) Task Forces were working near an Indiana US&R task force when the Indiana unit forced entry into a burning area and had a fire flash on them. California rescuers extinguished the fire and helped get the Indiana firefighters out. Four of the Indiana firefighters were burned. Three of those burned were treated and released. There is currently no update on the most severely burned.

In support of the US&R task forces, OES is preparing to deploy eight and possibly 11 additional personnel to the Pentagon and World Trade Center disaster scenes, at the request of the Federal Emergency Management Agency. Among those being deployed are mapping, planning, and logistics specialists, as well as a donations manager. OES will continue to support Search and Rescue operations, as well as other rescue and relief efforts from the 24-hour State Operations Center and Regional Emergency Operations Center.

All three California US&R teams continue to work alongside and in support of New York fire and police personnel. California's Riverside task force is currently working with six excavators, one 500-ton crane and a 350-ton crane, near a 200-foot deep, 1,000 feet in diameter crater, where Tower 2 collapsed.

Task Force personnel reported minor injuries, aches, and pains, primarily because workers are walking on uneven debris fields.

 CA OES US&R Task Force 1 (Los Angeles City)
Task Force 1 has been working with FDNY Rescue 2 and near an Indiana Task Force. When the Indiana Task Force was trapped by a fire flash, the California Task Force helped extinguish the fire and rescue the Indiana fire fighters.

 CA OES US&R Task Force 6 (Riverside)
Task Force 6 is working an area near the Tower 2 collapse with heavy equipment. The crater formed by the collapse is an estimated 200 feet deep and 1,000 feet in diameter.

 CA OES Task Force 7 (Sacramento)
Task Force 7 is working with 70-80 members of NYPD's Emergency Services Unit on search and
support operations.

Personnel deployed by California OES to Washington and New York disaster scenes:
· 192 US&R specialists and 20 command and support staff in New York
· 18 command and support staff in Washington D.C.
